If it has a power cord ... yeah. Wireless doesn't take a lot of power but it does require it unless you power it by battery back-up, solar, wind, or w/e. So if they don't have back-up, it's down. Bigger cell towers typically have some back-up (enough for hours of operation usually). A lot of wireless internet towers do not (some do, depends on provider), I am unsure about the 5G nodes.
I guess the obvious one is no power, no router at home and most macro towers still have a power cable, so I assume if the grid goes, so do the masts?
