That’s obvious, but they haven’t laid out any alternative scenarios. I had come to the same conclusion as OPs comment days ago, because that’s how the situation appears to me. Calling the either/or scenario false without any reasoning is just pointing out that it MIGHT be a false dilemma logical fallacy. That’s how it seems to me anyway.
