Was President Trump not smart enough to realize the deadlines to his EO would fall during the Biden administration and POTUS would expect Biden to fulfill the actions necessary to carry out this order?

Absolutely not, I think this solidifies the idea that Biden is a fake president, He is merely a place holder till all the evidence was gathered and gives the military the time to decide what actions needed to be carried out.

POTUS is still in control, he would not have delegated this authority to sleepy Joe.

Thats what I am saying, POTUS knew the second 45 day deadline would fall during the Biden admin. POTUS would not have left it up to Biden to carry out the prosecutorial phase that started today. The assessment is to be delivered to the President, which President? POTUS had to be smart enough to know Biden would shitcan the EO if he had the authority to. That means Biden does not have the authority to shitcan it because, he is not the President.
