When she held them for a week or 2 in the first impeachment! She hurried up to get them signed in the house but then waited a while to actually send them over.
She timed it with the covid release in US

Gotcha, Yea I have no idea what the point was as she ended up sending them over and they knew just like this time what the outcome is going to be, My guess would be just for show to make the leftist happy and to insult trump.
Also to handcuff the admin with a major distraction so as to create chaos and thus slow any response to the covid spread so it would have its maximum affect on justifying lockdowns to damage the economy, hurt Trump’s re-election chances if impeachment fails and set world up for deadly vaccinations forthcoming
