Admiral Rogers retired in 2018 after completing his task of cleaning up the NSA. He handed over to General Nakasone in May 2018. Now a private citizen he can be called as a witness in any FISA hearings. Same as General Flynn. Admiral Rogers was instrumental in shutting down the FBI/DOJ abuse of FISA violations against Trump. We would probably have never heard about FISA disclosure if it wasn't for him.
