Have you not heard of Evergreen International Aviation? It's a well known CIA contractor, even wikipedia knows that.

A whistleblower came about about 10 years ago and said regarding Evergreen in the 90s: During his time at the facility he was involved in retro fitting 727 and 747-c aircraft with liquid discharge tanks and aerosol sprayer devices"

Another whistleblower came out a few years ago saying the official name of the project is Operation Indigo Skyfold- he talks about the bases:
