I don't see anything about an "extension". This just appears to be an amendment "to include reimbursement for eligible emergency protective measures". The original Emergency Declaration may still be in force(?) but this looks like an accounting measure to make sure everyone with a claim can "draw funds" to reimburse them for the horrible "disaster" that occurred in DC.
