Not that I beliece him, but can that include state level and national level senators?
I've read a msg board somewhere that had the same info as Ward....remember Ward is NOT and American and does know our system or probably how many senators we have...
The context of saying "Biden" then "congressmen" right next to "senators" indicates to me he was talking about U.S. and not state. It would have been really easy to avoid this confusion right up front by saying something like, "... at both the U.S. and State government levels" if he had actually made the connection that 109 is an impossible number without providing additional clarification.
