Good mature insight. "General, sir, is there a plan?" Neutral smile. "Is there a what? No comment. Next question." Keeping a secret is simple: you just don't say ANYTHING about it. Outside of a SCIF, it is not even part of reality. The best secret-keepers learn how to selectively forget they even know.
But don't get too exercised over UFOs. This was all beaten to death in the 1960s. Some of the best work was done by Maj. Donald Keyhoe and Alan Hyneck (who offered the swamp gas theory, but had a conversion of conviction). It turns out that 90% of UFO sightings are commonplace nonsense. It is the rare 10% or so that put the U in UFO. But they were elusive. Sightings and observations, but little real data. That is apparently still the case. The recent Navy electro-optic camera videos are little different from film footage and radar traces from decades ago. But some of the sightings are profoundly convincing and disturbing. And it gets the military's attention when UFOs are hovering over ICBM sites and nuclear reactors. Thus the national security concern. I expect most of the classified information pertains to the characteristics of the sensors used to obtain the data, with little real data concerning the UFOs themselves.
