Yes but that's insulting to me as a white American. Why can't a white person replace a Hispanic in office, just as the reverse can happen? No reason.
I sense it's also insulting to proud Americans of Cuban descent. As if they are unable to exist in an inclusive society of immigrants and native-born Americans all saluting the same flag, without a CUBAN to represent them. How many generations until they stop being Cubans first and become Americans first?
Its a hard habit to break. Most people think that because they have something in common (color of skin, country of birth) that that person automatically holds the same values as you. I am an immigrant 1st generation and all I want up there is someone that will represent the constitution nothing more. Nothing less.
