Esper should have been fired when the riots were going on. Why wasn’t he? And what good did Miller do for us?

My point is Trump could have invoked the Insurrection Act whenever he wanted but chose not to. Milley and Esper didn't stop him. The president has sole authority over that. Only time will tell us why he didn't.
