Yes. But that fact simply can't be missed by the people involved.
If "the plan" is only just some Trumpy-media company, the universal reaction will be "Oh, give me a break. That's just pathetic."
But it's not. None of this (but a few headfakes) points to that being "the plan", at least not in the near term, before the swamp is thoroughly, forcefully drained.
Plus, even if it was just a Trump-owned media company, maybe it could thoroughly destroy the mainstream media in a couple of years' time. Imagine a news network that forcefully told the truth, and frequently sued the MSM (like Project Veritas does) whenever the MSM attacked it in a libelous manner.
This wouldn't solve the problem of a CCP puppet being installed, nor his America last policies, nor all the politicians and journalists who deserve to swing for what they've done. A pivot to a Trump media company would do nothing to slow the destruction of the country. If he's incapable of protecting himself as president, then there's nothing meaningful he'll be able to do as a potential news mogul.
The news media are almost solely responsible for the election being stolen (not to mention almost every other evil government plot that has been perpetrated for decades). If the media told the truth, no one else could get away with their misdeeds.
Suppose the media had blown the whistle on the fraud on the night of November 3 and kept on doing so? Suppose even Fox News alone had done this? Biden would have never been inaugurated. The sham wouldn't have even lasted a week. The Deep State depends 100% on the MSM convering for them. Without this protection, they're helpless.
A Trump media company would likely become as big as Fox News was pre-election night - if not bigger. Sure, it would get attacked viciously by all the other media, but it would have a massive audience and be able to spread the truth far wider than is possible right now. This could lead to an awakening like we've never seen before. Imagine the same audience that watched Fox, but being told the real truth rather than Fox's watered-down, compromised reporting.
Keep in mind that a big part of what the MSM is doing right now is intended to slander, demoralize, and intimidate conservatives, Trump supporters, right-wingers, etc. They want to make it so that (to paraphrase Q) we can't walk the streets anymore. A Trump media company, if successful enough, could be a powerful voice emboldening and defending people on the right.
Make no mistake, I'd much prefer a second Trump term starting this year over a media company. But a Trump media company would be far better than nothing.
RT went under the radar for about 8 years. Building up a network around the world of hundreds of western journalists, it must have cost hundreds of millions. Then almost like clockwork around about 2015 all the western governments started questioning its motives. If Trump did go into Media he’d either have to buy out someone like Murdoch or replicate his network . it would take billions of dollars and decades just to get to 10%. He’s got to attack the MSM by dismantling it as a leader which he can do in 5 years and before he’s 80.
A unified media opposing the DS is just what we need, right now we only have OAN, RSB, Epoch Times, and a lot of patriots flitting from one social media to another as they get banned.

He knew, we ALL knew long ago they were gonna try and cheat. There was plenty of time to do something about it. If this still failed, then I give no shits about a media company. The communists will find a way to take that away, too.
