Though the connection with the Satanist dude is weird, this seems more like game theory for how a state can drive a desired effect through truth rather than deception, one could argue an approach of light rather than dark. Sounds very familiar.
In the applied case of the Cuban Missile Crisis, when comparing it to the use of Q's backchannel method of communicating with the public, it could be seen as an application of a certain truth - "these people won't be able to walk the streets", "these people are sick" - being forced into existence by the will of the people upon awakening to said information.
Unlike Ellul's cynical propagandist, the MindWar operative must know that he speaks the truth, and he must be personally committed to it. Ethically, propaganda weaponizes human communication itself, and thus invariably undermines the bonds of genuine trust in any targeted community. Its content violates Truth - and it's methods are psychologically manipulative and thus is coercive vs. strengthening free thought.

Much like how in our primitive state of things, every breakthrough invention is immediately seized upon for its potential as a weapon. Vaccines? DNA science? What peaceful uses might 'predator drones' be used for instead?
