Future Boy Conan was the best show of all time. ST:TNG is mediocre soy that only manages to look good compared to twenty years of pure manure following it.
Best acting of any show? Maybe for its immediate contemporaries, and then even that is debateable. But good writing, and great ideas for episodes that tackled social issues much like the original star trek did? Absolutely!
I should say that it's the complete package of writing/acting/ideas/not-nihilistic-garbage. There are plenty of shows with better acting, but they tend to be drama/not-high-concept-stuff.

Then you haven't watched many shows. (Even in the Trek franchise, DS9 is more polished, and finally let Warf kick some ass instead of being cucked all the time.) ST:TNG's one-per-week format was loaded with filler & “bottle” episodes. The best episodes had great writing, but they were rare. The worst episodes were atrocious, and the first two seasons in particular were pretty bad. Everyone was sick of Wesley immediately and stayed so, and Data became progressively more awful as the seasons racked up. Troi and Riker’s romance lacked all chemistry. Guinan was an interesting character they could have done a lot more with. (We didn't know at the time that Whoopi and Stewart were raging leftists.) My favorite on the show was Beverly, but she was largely confined to sick-bay.
The design of the ship was gay, and the way it stretched like taffy during warp-jumps was even gayer. (Compare to the fantastic visuals in “Wrath of Khan”.) Mid-90s CGI didn't have to look that bad, but it did.
NextGen (terrible name, btw) also suffered from a constant sense of forced, collective-amnesia that the writers subjected the crew to by requiring them to forget successful ideas used in previous episodes. For instance, the first use of the “Picard Maneuver” occurred in season 1. It was safe tactic, so it could have been used all the time thereafter.

I'll check out Future Boy Conan, but TNG has both the best writing and acting of any show. (Better writing any anime could ever hope to achieve)

Have you tried Whedon's work? Buffy, Angel, Firefly in particular. I adore TNG but I do have to rank his stuff a little higher, imo.

The episode 'Contagion' from TNG is growing on me. Especially with all of the crap tech and Chicom spy tech that we see today.

Lol, DS9 is great, but much less polished than TNG.
DS9 had too much family/kid crap with Jake, Nog, The O'Brian's tedious stories.
The Dominion War was excellent, but the Bajor Prophet/Pa'Wraith story was culminated with "Throw the devil book into Mount Doom".
The point of TNG is fun/existential stories and ideas, rather than developing nuanced characters.
*Also, TNG is refreshing because it has the ideals that I crave, but without the identity politics/nihilism that has ruined everything today
