Maybe Q is Bond and the Anons are Q. (And the fact that the name of the inventor of all Bond's weapons is Q just hit me). He's the character the writer used to layer in all the weapons Bond would use during his missions so that they wouldn't just come from out of nowhere into Bond's hands for use in the movie. Q in Bond already told us he'd have them. (In writing we call that layering in plot devices-this is a hokey way to do it, but it worked for Bond).
