In this case, the eyelids are completely behind a flap of skin. That might be explained by age, yet Biden had a face lift. That lift should have exposed the eyelids even more. Instead, they seem pushed back.
Showed it to my daughter who is a graphic artist. She says it isn't definite, but it does look very mask like. That eye appearance is not explained by age alone.
