Is a flight restriction over where a former president is a currently a normal thing?

As there are so few cases "normal" may not be the best word. It's common but not universal. Carter doesn't have one.

Carter still has SS, but it is very relaxed compared to Dubya and others. It might be to the point where a TFR is unneccessary.
