Terminology. I suspect that in any case opened by the FBI, there are terms used regarding roles, objects of inv. etc. Pretty sure "Victim" would be a standard terminology, and in itself is NOT an adjudication as to whether the 'victim' was harmed, injured or whatever...
You are correct, my original comment was on naming him a victim given all he's done. The fact that the unsub was aka JFK jr also means they didn't think it was actually him who wrote the letter.
He also said you need to die I believe which caused the investigation in the first place. Someone linked to the whole archive here earlier. But yeah I agree, we know who the real victim is.
Nowhere in the file did they find evidence of the letter actually being from JFK Jr. They tried fingerprints, they tried handwriting analysis, and did not conclude it was JFK Jr.
So perhaps don't assume JFK Jr sent it. Anyone can write anything on an envelope and letter. If I knew your name, I could have "you" send such a letter but it wouldn't mean you did.
"Victim: Senator Joseph Biden" ?
Wait... So writing a letter to a traitor calling him a traitor makes him a victim? Isn't the real victim We The People?

educated guess.

Yup just means a complaint was probably filed against jfk Jr, by Biden. Making Biden the victim or complainant in the report.
Tantamount to Defendant, perhaps.
And interchangeable with pedophile in this context

Ahh... okay. Lawyerese victim not literal victim. Gotcha. F-ing lawyers suck anyway.

Correct. As a matter of fact they call him the "unsub" which is unknown subject. So they never determined who it was.
