They do decide at the state level, but not the local level. They instruct distributors to cut demand when there isn’t enough generation.
ERCOT failed to raise the alarm. They knew from 2011 that there would be serious blackouts but failed to notify. All the news had was the usual pipes, plants, pets stuff. This was either deliberate or gross negligence.
I expected rolling blackouts, but nothing more, based on my experience from 1989.
No they don't decide who gets power and who doesn't. They decide how much load Texas needs to shed to prevent a state wide blackout from happening. Also ERCOT doesn't control any policies, they take orders from the NERC, FERC, and the public utilities commission. ERCOT literally has no control over the different equipment that private energy companies has. Private energy companies had the equipment that failed, not Ercot. Like I said before please do research before lashing out.
