I can't explain it but I've heard of others do the same thing in extreme cold conditions. This boy's mother is at fault. The government is responsible for the power outage but it's the responsibility of the parents to ensure their children have adequate warmth for survival. The victim is the child the perpetrators are the parents. It would be no different if the situation was lack of food. The child died from malnutrition. Is that the governments fault or the parents? Who do you want running your life? If it's you, then it's you who must take responsibility, same as these parents. The mistake was to think something like this can't happen. Wait until the real disasters start happening and then you too can blame the government for why the rest of your family is dead.
