Generators have nothing to do with it. Create base layers. For an 11 year old, layering kids clothes then using adult pieces for additional warmth would absolutely work. The parents are morons and should flat out lose in court. You'd be surprised how effective thin layers strategically used can be at keeping warm. I'm from Houston myself so I've never experienced truly harsh winters, but even I know how to stack clothes to effectively cancel the cold out.

Before covid id bus to work in Calgary Alberta winter, -30 C would require extra layer of pants and 2 extra layers of shirts.
Hell even a 2nd TShirt over a 1st insulates well.
