Even if it's part of a plan, come the fuck on. This Joe Biden clown is barely there mentally. He should be in a nursing home or with home healthcare or something because his mind is just shot.

This also could be the theory of him being played by an actor because just a few years ago under Obama, Biden at least spoke coherently.
