given they often use the word "we", I have assumed it isnt one person. And it makes no sense that it would be.

Q is one person who introduced himself as “Q Clearance Patriot”, then later used the nickname Q. Q is working on a counter-coup team. Who knows how large his team of Patriots is, but he said less than 10 know the FULL plan. Obviously there are others who only know what they need to know.
