backing you up here SirPokeSmottington:
"He shall from time to time give to the Congress Information on the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States."
There are no specific dates listed, nor is from "time to time" defined.
Further, it is common practice or tradition that incoming president delivers an address to Congress in February of inauguration year of first term, that speech is not officially considered to be a "State of the Union"
who knows with Pedo Joe..... I am guessing he cant get through a 30+ minute speech without some Major Gaffs
We have had many great "changes" this year, it wouldn't be out of the norm to consider this is just another excuse to put up another lid.
Well, I would think for #1, the incoming Pres. hasn't been in office long enough to give such an assessment that early into his term. I thought new incoming presidents didn't do a SOTU until the end of his first year in office.
