It speaks much more about Biden's deteriorating mental state that he hasn't done a full address. My bet is they submit something in writing in the next few weeks and forgo the formal speech. They will make some excuse.

Let's be real here. Even if Biden was a "fake POTUS" they would go through the motions and make a show of it. The fact they haven't done that is a very clear sign that Biden is now completely gone. He's truly a potato. The debate was his last gasp. I bet they are lucky he made it through inauguration without some gaff they couldn't hide.

Biden isn't required to make a public SOTU address at all. Until the 20th century, presidents delivered handwritten remarks to Congress to fulfill the SOTU requirement but did not appear in person.

I think usually the POTUS does not give a SOTU in his first year. Trumps was an "address to the nation" to go through the motions but I think traditionally the first SOTU is in the second year. that being said, the fact Biden has done neither is, I think, exactly what we're hoping.

There never was an address planned for Feb. 23. Jen Psaki addressed this and said she didn't know where that information had come from and that there was no date pinned down for Biden's statement to the joint Congress.

Also, the Constitution does not specify that the address must be done annually. It just says "from time to time."
