If the Dominion machines were able to give Biden 6 votes for every single vote Trump got, why did they need the rigged paper ballots on top of what the machines were able to do?

To make it look more "natural."

They also weren't expecting Trump numbers to be so high. If they were at 2016 levels, the paper ballots might would have been enough...
