I occasionally have to make reports to the feds, and I always hand deliver to ensure receipt. I put on a mask, as I do not feel like getting confrontational with federal staff. I was literally the only person in there wearing one, except an old lady that probably would wear one anyway. I mentioned this to my wife, and she told me that the post office workers aren’t wearing them either.
I thought that Biden’s EO was for federal workers and people on federal property had to wear them. Apparently even federal agencies are ignoring Biden. I never bought into the “Biden isn’t actually president” thing, but I’m starting to reconsider.

My husband works for a federal agency. They don't have to wear their masks all the time. They have rules that when you are in your office you can take it off. They have limited occupancy in their gym so he doesn't have to wear it in there either. I never heard him complaining about the rules changing when Biden signed that executive order so I assume that they haven't received any orders to change them.
