I deleted my previous replies because I was noticing some major problems with our geometry.
I also found that Scavino is not looking directly at Gitmo.
Note that the west edge of the pavillion aligns with the flagpole. Then, find the corresponding locations on Google Maps. Note also that Scavino is not taking the photo from the central part of the building but from the north-east viewing tower. This means that he is looking south towards Sancti Spiritus and Jatibonico in Cuba, which is nowhere near Gitmo.
This is not to say that there is no alignment between Mar-a-Lago, the flagpole and Gitmo, but this does not appear to be the focus of this particular photo.
Nevertheless, all hope is not lost. Note that the arc from the concentric centre of Mar-a-Lago to the entire territory of Gitmo coincides with the west side of the flagpole.
The west side of the flagpole is the right side of the flag, when viewed from Mar-a-Lago. When the flag is flying full mast in the correct direction, this obscures the horizon and hence the entire territory of gitmo when viewed from the primary structure at this height. Thus when the flag is at half-mast, Gitmo is "unveiled" and is just over the horizon, but only when viewed from the primary central structure of Mar-a-Lago.
If not exactly this is probably the closest angle they could get anyway.
