The purpose of a false flag is for TPTB to scare us and force more control over us.

The purpose of telegraphing an "attack" (read: false flag) is to condition us and show how necessary intelligence agencies are. The police and attackers are pawns. It's theater. Police will either "miss" the attack and there will be devastation, or they will catch it before it happens. It's a win-win for TPTB, as the ultimate goal is restricting our rights.
