I did not say it could not be tracked. All transactions are public data. That said, there are mixing and obfuscating tools like cashshuffle and cashfusion that work very well and is mathematically secured.
It is not connected to any ID by default. Network information regarding where the transaction is originating from is not an ID.
It is not connected to the legal system in exactly same way as gold and silver. Just digitally.

that's not how any surveillance works anymore. they don't need to count on ID by default.
gold and silver aren't attached to anything.
