I agree, but I think it's completely normal that when lower level officers who've been out of the loop all along are suddenly told that 'this is the plan', it's so radical to them that there will be naysayers and resistance at first.
Than they should have all the "lower level operatives who don't support the plan" report into a transexual who has recently been snipped by military doctors. Everyone is usually OK with shit like this until it happens to them.
