Yep. It might be my confirmation bias talking, but it definitely seemed like the main focal point of the joke for the episode was the people and vaccinations. To me atleast it seemed like they played up on the insanity of the vaccinations and fear of the people much more than they shat on the q stuff.
I think a lot of it is vaguely supportive if you read between the lines. Like Garrison making a deal with the people who have the most power and the newscaster saying that people who believe horrible things are happening to kids would do something to try to stop it.
