Correct. I often mention to someone who says "x" is the problem, you can insert Obama in there for now, "x" is not the problem it's the "yy" million people that voted for him(/her). While Obama seems like a radical who was(/is) trying to destroy the US, when he's gone these same "yy" million people will vote for some other dope. Since Joe didn't come close to beating Trump it's also the people who are impacting the election process: media, deep state, bad actors (eg. Ruby), etc.
