Quick question. Did the Catholic Church really start based on the passage of the Bible relating to Jesus stating that His church would be based on the faith of Peter?

Quick answer: No.
That being said, if you are going to ask for what it is based on then, that is like asking if Newtonian physics is based on the fact that an apple hit him on the head. It is easy to ask a question in a short way that requires a book to do justice to the answer.
