There is NO tax that can possible cover that much money.

It is impossible to raise taxes that much.

Historically, even in modern times, the government has NEVER been able to raise more than 20% of GDP in taxes.

Whatever tax code they come up with only change people's behavior. It will not raise enough money to cover the spending.
