If it’s compressed, or has artifacts, it will look pixilated. I work with lots of 4K footage and see this stuff often, especially if I export with a low bit rate. They would look like boxes, “pixelated”. The top of your head doesn’t disappear. Your hands don’t look super imposed over microphones. Green screen is the only way you get these errors.

What's the purpose of manually cutting out Biden's hand from a supposedly non green screen footage, and then also cutting out the microphone manually (because no greenscreen) and then smooshing them together?
That theory is a non starter.
Presumably Biden was cut out of a bad background. Maybe he was then put into the same background shot from a different angle/distance. Hence the booms looking like they're waist height and wrong scale, depth, etc.
It's basically the same as greenscreen, you just use greenscreen to make it easier to comp elements. The mistakes here are evidence that they weren't greenscreening because it's so crappy.
Whenever we shoot in my job we always shoot plates - the scene but empty - so that absolutely everything we shoot can be removed in the edit.
But this wasnt a controlled shoot, it was random and scrappy.
Basically you're saying it just a video splice.
They took a video of reporters interview someone else.
Film Biden walking and splice it with the original video.
I think it was a mistake, it was a quick lube "editing" job that they threw to some tech guy and after the splicing this is the best the tech guy came up with.
Given all the tutorial video you linked here. There are 2 control variables that MUST happen to make editing easy and spotless.
Judging from these points, this is WHAT REALLY HAPPENED: So you got 1 layer for the original video of the mic and background and a layer for Biden.
BUT! the mics come in the clip at the end making it almost impossible to have a still frame to edit the mics out! So they have to resort to just keeping it to 2 layer, the biden layer and the original background and mic layer. They spliced it together and call it a day and hoping people won't see the mistakes. Yes, we could debunked our selves and say "well why the evil master mind make this mistake". First of all, I think this was supposed to be quick and dirty job to prove Biden is getting interview by the press. The order came from the higher up (who know nothing about technologies) for the tech team to quickly produced a fake interview...they grew complacence since the inauguration video production...not knowing that to fake things you will need a lot of still shots. The tech team probably see the mistake, but got a deadline since the Mainstream News already put the words out and NEED the footage immediately! Just send it out anyways. Mainstream Media, who also not technology savvy doesn't see the mistake as well...and this is where we are.
Something like this can realistically happen, I work in the tech field and communication between the technical team and the executive team always have problem....since 9 times out of 10, the executive team will overlooked a lot of the technical limitation and try to push the tech team to just do it.
I now believe there was no greenscreen involved, but still plenty of motivation for trickery.
