Russia runs sub patrols same as we do, nothing really unusual about it. The Kilo is diesel electric, a quiet boat but old, not as quiet as newer boats. But in shallow waters the diesel electrics are hard to track, they have a limited range and speed tho so if you're persistent you can relocate them, they have to snorkel or surface and charge batteries.

This is not a Kilo but same sort of thing.
