In terms of global elites not scaling with population scaling, it's not something I've given much thought, but if I were to wager a guess, it has to do with how the fraction of the population who are "super elite" doesn't grow much relative to population growth ... the richest of the rich stay the richest of the rich, and, they like that monopoly power, so, they stifle growth of other up and coming potential globalists.
There's probably some good economic theories to explain that sort of thing, if you make the assumption that global elites tend to consist of mostly the richest
people in the world.
