The US Federal Government was the Sea jurisdiction in "dry dock", the enemy occupying force.

The American States Assembly is the Land jurisdiction "on America", the government that the military is returning control of America to. (11.1, 11.2, 11.3 from the DOD Law War Manual )[1]

I know maritime law. PS it is maritime law that also calls for executions for Treason. Without it..Deep State gets a free pass. PS Robert Steele was part of George Soros' Occupy Wall Street praised Bill Ayers' Days of Rage.
