The line is not at the same origin place compared to the original photo (line of sight is closer to the lozenge shaped tent), but it looks like it matches architecturally the courtyard centre. So the flag could have been positioned to indicate Guantanamo. It would be good to know when that flagpole was installed....

Using Google Earth historical imagery, it was sometime between 1/1/2006 and 5/8/2007. The clearest image that shows no flagpole is in 1/20/2005.
For comparison, Gitmo was established in January 2002.
