You have a point. Not all who procreate do so from a place of love. And some who do lack wisdom and maturity and, frankly, resources to "deal" with a "normal" baby, much less a "disabled" one. It's certainly a dilemma from an ethics standpoint.
I, and probably a majority here, are of the belief the answer is actually very simple: "God's plan is God's plan and Man's wants and weaknesses are inconsequential."
That said, it's still a thoughtful question, and a very tough one that, without God, is very difficult to answer. Have an updoot.
