I don't think so. I can only comment on the UK but I've been saying since last April that there's no need for them to make it mandatory - it will become effectively mandatory via coercion. 'Sure, we can't force you to take it but good luck going shopping, going to a bank, going to any recreational event and applying for a job without it. The same people pushing this own all the banks and the major retailers anyway.
