If I were going after it, I'd research companies that provide the chemicals, who hauls those chemicals, what the supply routes are, delivery times, and then trace to delivery locations and try to figure out tail numbers of aircraft at those sites capable of the altitude necessary, weight carrying capacity, and registration information of those jets. I'm betting they lead to a 3-letter agency front company that doesn't really exist for a "real" purpose. The logistics trail on this has to be easy once the manufacturer and distributor are identified.
Getting someone to talk within that logistics trail would be much easier than the end user who is sworn to silence. Those who haul the stuff probably have some interesting things they've seen or heard.
