Change the "migrants" to illegal immigrants or even undocumented aliens, or something, and you have a winner.

"Migrants" is value neutral. My dad was a migrant (immigrant).

The distinction between illegal/illegitimate and legal/legitimate is critical.

It's "undocumented immigrants" I think. But you're right, the more PC the officer is, the better the meme is. Maybe even make it "I'm sorry, ma'am or sir", get the gender thing in there. Or just "I'm sorry, Comrade" ?
