Logically, most crime within a community will come from within the community.

Chicago thugs are killing each other and those in their community, they're not traveling to Wisconsin to do the crime.

Same with the white trash (I grew up in WV, I have seen a lot of it) they're doing the crime locally, not running a few hundred miles to do it
