The use of the word "force" here seems very much in line with how anyone would use it for other contexts.
Imagine if a sports team "forced" steroid use, or a prestigious business "forced" illegal behavior out of its employees, or a manager "forced" an inappropriate relationship.
In each case, there is the obvious notion that "force" means "compel, or else you don't get to belong to this thing", where "this thing" is probably something prestigious or beneficial such that they are aware of they power they hold over you when compelling the behavior they expect out of you.
In this case, and all other examples, the context is pretty clear - "forced" carries with it the option of expulsion for non-compliance. Do this in a single university, and you've got simple coercion. Do this across the board, with all of civil society, and you've got total excommunication. But, no, it's still not "technically" being forced by physical restraint.
Moreover, I don't mind having these discussions here so much (keeps us all sharp and on target), but I am sick of being so pedantically and technically correct in our language everywhere that we lose the narrative everywhere else.
Meanwhile, leftists has no problem whatsoever turning "black man votes for conservative" or "3rd generation immigrant opens a business and complains about taxes" into "White supremacy the likes of which would make Hitler blush" with every talking point. Let's see how often they stop to reflect on their language.

Mostly everything IS coercion. Force is rarely direct. It is threatened. And it is effective. Perhaps more effective than direct force
