That's how a retard would interpret this. Yes.

But, no, sorry, moving a handful of prisoners from a black site that shares space on Gitmo is not indicative of Gitmo itself being shutdown.

Biden wants* to shut it down. But so did Obama...

Trump expanded it significantly. Guards were moved in. Why would that all happen when ISIS was crushed?
