The bill insists that this would not be a militia (ha, ha) but would consist of volunteers who are legally armed to step up in the event of an emergency to aid local law enforcement authorities while using their own weapons, ammo, etc. Such a group would presumably be allowed to retain their weapons and ammo in the event of a federal gun grab so that the "minute men" could support the emergency efforts of whatever situation may present itself.
Sounds like a back door registration. if it's not, it just creates another class of people exempt for the laws that are intended to disarm the rest of us.

Get put on a list AND legally sign over your firearms to state ownership. Doesn't seem like the best idea...
Yeh, that part of it is iffy...doubt the bill will pass.
