Consider changing the DNS servers your computer is using to resolve domain names. The fact that your phone can connect when not connected to your wifi implies the issue is likely related to either your ISP or network settings.
Do a duckduckgo search on how to manually change your DNS server setting in Windows or OSX, which ever you use. Then pick a DNS server IP from the list here https://docs.pi-hole.net/guides/dns/upstream-dns-providers/ and use that IP in-place of what ever IP the guide your DDG search told you to use.
Ideally you'd modify your router to use that IP and have it push it out to all connected devices on your network instead of manually changing it on each device.
different providers do block things. until i switched to a different provider, i was unable to go to nypost articles (among others) unless i used the TOR browser that is part of Brave.
yeah I've been searching it the last couple weeks. As I commented below i figured out it works when im not on my wifi? i really wouldnt be surprised if optimum is blocking my ip address. I live in New York after all. Im in enemy territory.
when I click agree to disclaimer > search database it literally says server won't connect. This is on different browsers and my iphone..
still won't even open that for me. "unable to find the sever "wonder.cdc.gov"

Time to invest in a VPN.
With a good VPN you can make your IP appear to come from anywhere you wish.
i.e. try using a Canadian IP on HULU/Netflix/etc . Totally different program lineup than the USA.
i can load that page, but try and search, the server can not be reached.
