What the W.H.O. knows is that, by the time the vaccines are widely available so everyone can get the injection... it will become widely known that people who have been vaccinated keep getting Covid-19, and are increasingly being hospitalized for it.
In other words, the "vaccines" will be slightly better than useless against the virus... and everyone will know it by then. Having a vaccine passport wouldn't make any sense.
